ACHA was the agency that stated everything was peaches and creme with Terri. They are separate from the Department of Health as I understand it. One deals with doctors and facilities and the other with patient care standards. I could be wrong, though.
I wonder if the 2,400 cases from the Dept. of Health are 2,400 victims of malpractice then. Maybe Terri is still in that class. I'll leave it up to the experts to decide. I only transcribe.
