I would agree with your statement. I would also refer to those who ONLY attack Iraqi civil and military targets and coalition targets as insurgents.
As soon as they start purposely killing civilians, they are terrorists.
Same as in the North of Ireland. As long as the IRA aimed their attacks at the British military they were acting as insurgents. When they started blowing up hotels and pubs, they were terrorists.
The key her is the willful murder of civilians. Any group or individual, who willfully kills noncombatants to achieve political goals is, in my opinion, a terrorist.

You both have described the tactics of the terrorists, and, of course, you are right on target. I do not disagree with you at all on that point.
Are you both suggesting that the goals of the terrorist insurgents (see, terrorist very nicely modifies the word insurgent) is NOT to bring an end to the current government? If you are suggesting that, I disagree.
Dr Watson (that's you Publius), please note that the terrorist insurgents have been targeting more and more those arms of the government known as the police and the army recruits. You kind of made my point for me.

Both the Administration and the military have widely used the term "insurgents". They may well be echoing the MSM. I don't know who started it first.
If they want to change the tune, they should stop using the word and use a more appropriate word, like "terrorists". They are also at fault here for the constant use of the word.
We have become so obsessed with not offending anybody, we don't even want to offend our enemies. Heaven forbid we make them mad at us!
