Why is the US paying a country to help it bring in immigrants from some other country?
Because after the fall of the Berlin wall the US felt it was important to encourage immigration from the former Soviet Union. A few people thought it would be beneficial to spend the money bring Russian Jews to the US, George Will comes to mind, but most disagreed.
