Questions:

(1) Enhanced, Duplicated, and Disputed Ballots
How many ballots were enhanced in King County during the initial count, machine
recount, and second recount?

Can we have an opportunity – monitored by appropriate elections personnel – to view
these ballots to verify compliance with relevant WAC provisions.

During the manual recount, how many ballots were referred by counters to the canvassing
board for a determination?

Out of the ballots that were referred to the canvassing board, how many were counted for
each candidate, and how many were deemed undervotes or overvotes?

(2) “No Signature on File” Ballots

How many ballots were coded “no signature on file” during the signature review process?

How many voters whose ballots were coded “no signature on file” received letters from
King County advising them there was a problem with their ballot or registration?

Why did all voters that King County believed had “no signature on file” not get sent a
letter advising them there was a problem with the registration?

How many voters who received such a letter responded with sufficient information to
cure the problem?

Why were some, but not all, of the voters on the NSOF list provided on December 19
also on the list of non-matched signatures provided on November 13?

Why were valid registration documents for the NSOF ballots not located when they were
“reviewed again and researched” in November, but later located within a few days after
these ballots were “discovered”?

What documents were used to validate the registrations of the ballots in this category that
were counted during the manual recount?

(3) Receipt of Absentee and Military Ballots

How many (a) absentee and (b) military ballots were received after November 16, 2004
in King County?

Of those, were any included in the initial count, machine recount, or manual recount?

How many mail ballots of all types were received on each day from October 14 through
November 16?

(4) Mailing of Absentee and Military Ballots

How many (a) absentee and (b) military ballots were mailed by King County on each day
from October 13 to November 1?

Was King County required to provide any certification or report to the Secretary of State
under RCW 29A.40.070 due to late mailing of absentee or military ballots?

(5) List of Eligible and Voting Voters
How many voters were registered and eligible to vote in King County on November 2?

Were any voter registration documents received prior to October 18 and not processed
prior to November2? If so, how many and why were they not processed (with numbers
for each reason if more than one)?

Which voters voted in the November 2 general election?

Which voters attempted to vote both a provisional ballot and a poll or absentee ballot, or
to vote more than one provisional or absentee ballot?

How many provisional ballots were fed into polling place tabulating machines on election
day rather then being placed into provisional ballot envelopes for verification?

What verification steps were taken to ensure these were legal ballots, either on election
day or since?

(6) Integrity of Voter Registrations

What specific steps have been taken (as opposed to procedures written) in King County
to identify and correct multiple registrations by the same individual?

How many registrations were (a) deleted and (b) rejected in 2004 due to multiple
registrations by the same individual?

What specific steps have been taken (as opposed to procedures written) in King County
to prevent ineligible felons from registering to vote, and to delete the registrations of
ineligible felons?

How many registrations were (a) deleted and (b) rejected in 2004 due to felon status?

What specific steps have been taken (as opposed to procedures written) in King County
to ensure that registrations are cancelled when a voter leaves King County, and that
previous counties of residence are notified when existing voters register in King County?

How many registrations were deleted in 2004 due to notice from other counties that a
voter had moved?

What specific steps have been taken (as opposed to procedures written) in King County
to ensure that registrations are deleted upon the death of the voter?

How many registrations were deleted during each month of 2004 due to the death of the
voter?

(7) Snohomish County Voter Records

Why does the “Snohomish County Canvass Board Report” detailing the number of
absentee, vote-by-mail and provisional ballots received show a total of 199,395 ballots,
while the “Official Election Results” show 200,737 absentee ballots cast?

Even when the 224 ballots found during the machine recount and an additional 5 “found”
ballots are added, there is an unexplained discrepancy of 1,113 ballots between these two
reports of ballots cast.

Who was registered and eligible to vote in Snohomish County on November 2? To date,
Snohomish County has declined to provide this information or even to confirm that it can
be provided.
