Right now on IE XP
I can not access Outlook Express the msoeres.dll file is midding and when I click on Add or Remove Programs nothing happens.
Every time I find something that might help I can't down load it.
Norton just completely DISAPPEARD from my computer
and I had to reinstall it.
If anybody out there has any help I would appreciate it.

Sounds like a real headache. I wish I could be of some help, but can't. Hopefully, somebody who reads this thread will have a solution.
