If I recall the Frontline Rwanda anniversary piece, the slaughter was encouraged by Clinton turning tail in Somalia.

Hence, Hutus murdered a dozen or two Belgian "peacekeepers" to scare the UN out. The Belgians wanted to
turn tail and run, but needed an excuse to withdraw without "looking" like they were chased out with
their tails between their legs.

The US, ie, the Clinton Administration somehow provided the umbrella. I don't remember the exact details.

Anyway, Foggy Bottom was involved, the Pentagon dragged the heels on even providing some old equipment,
