205 is moving on. Some of the crotch rocket motorcycles will run 180 out of the box. I dont think the guy was doing 205. One thing I am sure of it wasnt a Harley .
Maybe it was on downhill section of the road?
You got THAT right! Harleys on the freeway are just a 'mobile obstacle course' to me and my Cagiva Gran Canyon.
Whole lot of noise and vibration (and image), very lttle actual motion...
Many of us Harley riders can be boneheads (me included), and many like the 'mine's, bigger, better, faster than yours syndrome, but 200 mph or anywhere near it on a public road is just insane.

A guy I work with has a crotch rocket of some kind. He was told it would do in the low 190s. The fastest he had it was around 180 clocked by radar with no tweeking of any kind, before he backed off due to common sense setting in.
