MONTREAL (CP) - Canada's spy service is under fire from critics, including one of its former agents, for systemically destroying source notes related to terrorism cases and the high-profile Air India trial.
Canadian Security Intelligence Service record-keeping is being scrutinized after a renewed defence request this week to quash Canada's case against alleged al-Qaida terrorist Adil Charkaoui because of eliminated CSIS notes. Former CSIS agent Michel Juneau-Katsuya says the agency's practice of destroying notes can disrupt the court system.

Suspected terrorist aided, financed group linked to al-Qaida: CSIS

MONTREAL (CP) - A former literature student and karate instructor aided and financed a deadly al-Qaida splinter group, say newly released documents from Canada's spy agency.
The Canadian Security Intelligence Service says jailed Moroccan national Adil Charkaoui is a member of the Moroccan Islamic Combatant Group (MICG), which has been blamed for deadly attacks in Spain and Morocco. Charkaoui, a suspected sleeper agent for al-Qaida, has been held in detention since May 2003 on a national security certificate

Ramsey says they've identified more than four dozen industries and services that terrorists could potentially target. Police will hand out customized information packets for each one.
Police will also answer the tip line at 1-877-YOU-WATCH for business leaders and their employees.

For a flickering moment overnight, the lights went out in sleepy neighborhoods across South Mississippi. People woke up to flashing clocks with incorrect times on them.
"This was a very unusual morning and a very unusual event," he said. Something malfunctioned in Mississippi Power's switch yard. But nobody is sure what piece of equipment stopped working. So a transmission substation crew spent the day looking for clues that could explain why thousands of people lost power for up to 10 minutes.....
A power outage of this magnitude is very rare. Normally, it takes a hurricane coming ashore for Mississippi Power to have a significant percentage of its service interrupted. "Our reliability is 99.9%," the Mississippi Power spokesman said.

The Villanovas mens basketball team had a harrowing experience following its 83-78 overtime victory over Providence Tuesday night. The teams chartered flight was forced to return to Providence International Airport early Wednesday morning and make an emergency landing because of an instrument problem.
The terrifying episode took place about five minutes after the plane took off around 12:15 a.m., according to Villanova director of media relations Mike Sheridan.

IDF Arrests Hebron Islamic Jihad Commander (1/13/05)

Mahsin was detained by Israel in the 90's for his involvement in terrorist activities, and was declared a fugitive in 1996 for weapons dealing, recruiting activists to the movement, and for his contacts with Islamic Jihad officials in Syria.
In 1998 he was arrested by Palestinian preventive security but was released to Hebron when the Aksa intifada broke out. Once in Hebron, Mahsin headed the Islamic jihad student body at the local university, which was the main nucleus of the Islamic Jihad Jerusalem brigade responsible for numerous suicide bomb attacks and shooting attacks in Israel and in the West Bank...

Attack Warning on Syrian and Iranian Missions Issued

The US has warned Turkey about a possible attack on Syrian and Iranian representative offices abroad.
A "Top Secret" encrypted message was sent by the US Central Forces Command to the Turkish Foreign Ministry a week ago which said a provocative bombing attack would be initiated on Iranian and Syrian missions in Turkey by January 17th, 2005. The message also said that although supporters of the Kurdistan Workers' Party (PKK) would initiate the attack, the US would be accused. After receiving the message, the Turkish Foreign Ministry took action and issued a message to the Internal Ministry. The Security Directorate was also alerted. The Anti- Terrorism and Operation Directorate warned provincial security directorates in Iran and Syria via a "secret" document. Authorities say in the document: "According to information obtained by US soldiers in Iraq, an attack is planned on Syrian and Iranian missions in our country. It is important to tighten security measures at the missions, institutions and public housing facilities of the two countries and focus on intelligence research on the possible attacks." After the warning, Iranian and Syrian embassies in Ankara and consulates and institutions in Istanbul, Trabzon, Erzurum and Hatay were put under extraordinary protection.
US intelligence says relations with Iran and Syria have become tense recently. Just a week before, a visit to Ankara by US Central Forces commander General John Abizaid drew some attention. The Security Directorate and the National Intelligence Service (MIT) started multidimensional operations based on the message from the US Central Forces Command. TORONTO (CP) -- Ontario will improve emergency response in hospitals across the province by providing decontamination tents and more equipment and supplies, Health Minister George Smitherman said Thursday. "Ontarians must have complete confidence that their health care system can respond in times of emergencies," Smitherman said in a release.
The government expects to spend $13.5 million on the plan.
The province says it wants every hospital in the province to have the same ability to respond to another SARS-type infectious disease, an industrial accident, a train derailment or even acts of terrorism.
Funding will be distributed to hospitals based on their size, capacity and expertise, and will be used to buy one self-contained decontamination tent for every emergency room.
Hospital staff will also be trained "for all types of emergencies, including chemical, biological, radiological and nuclear," Smitherman said. The portable tents ensure that any patients suspected of such exposure can be decontaminated outside the hospital, reducing the risk to other patients and staff.
The province will also buy stockpiles of radiation decontamination equipment, including personal protective equipment for hospital employees, nuclear monitoring systems and air samplers.
The emergency room initiatives are part of a three-year plan, launched last June in response to two reports on the deadly outbreak of severe acute respiratory syndrome in 2003, which killed 44 people in the Toronto area.
The plan is consistent with the recommendations of the report, Dr. David Walker, head of the expert panel on SARS and infectious disease control, said in the release. "Today's announcement is an important investment in the emergency capacity of Ontario's health care system," Hilary Short, president and CEO of the Ontario Hospital Association, said in the release.

Jan. 14 (Bloomberg) -- The threat of terrorist attacks in Indonesia prompted the U.S. to issue an alert to its citizens and the U.K. to close its embassy and consulate offices in the capital, Jakarta.
``Reports indicate that terrorists are planning attacks against a wide variety of targets,'' the U.S. State Department said in an e-mailed statement yesterday from Washington. Attacks ``could be directed against any location.''
The U.K. closed its offices yesterday ``in response to a specific bomb threat,'' the Foreign Office said in a statement on its Web site. Thailand's embassy also received a threat, the British Broadcasting Corp. reported.

Cameras To Comb NJ Mall For Terrorists

(1010 WINS) (PARAMUS, N.J.) Acting Governor Codey announced a homeland security initiative at Garden State Plaza in Paramus today.
Under the yearlong pilot program, $1million will be spent to install 40 to 50 surveillance cameras at the mall. The cameras transmit images to computers that are programmed to detect suspicious activity, such as unattended packages.
The project is the first being undertaken by New Jersey Institute of Technology. The school is the technology center for New Jersey's homeland security effort.
Paramus was chosen because of its high population density and concentration of malls.
