I do not understand something. The GOP wins the first two recounts by more than a few dozen votes. The DEMS win one hand counted recount by 8 votes. How is it that one out of three beats two out of three?
It's the "last man standing" rule.
It's the last man standing rule. Not, Where is the truth? But, Who can garner / create / find more ballots among the votes where chain of custody has been broken, etc.
If the outcome of the final *count* changes the outcome, I believe the former winner / current loser can challenge the results -- that may be what sends it to the (in this case, democrat-controlled) legislature.
