I don't think this plan to release both the report and the new talking head's name at the same time is an attempt to split attention... rather, it is an attempt to show that the CBS suits "fired" Rather without actually saying "you're fired!".
I also wager that the report shows that when confronted with no one willing to verify the authenticity of the papers, Rather overruled with something just like he said later on, '[possibly] Fake, but true'.
I was hoping that they would put Rather out period and give him the opportunity to stay at home raising horses or something. I don't even want him cleaning windows for any news station.
