You are correct. You must remember Bush first was not providing good leadership. He made fun of the "THE VISION THING"! Perot came in with good position to get America going again. As an outsider capturing about 20% of the vote, it was a miracle. It was the start of a third party that can compete. However, the entrenched bureaucracy, and lobbyists from both sides did not want give the gravy train. As you said, unfortunately, his action caused Clinton to get in. However, I have no idea how Clinton got reelected for a second time.

Barring a revolution America is spiraling down the drain tubes of socialism.. Very few officials on Capitol Hill are NOT socialists.. either party.. and the State Department is sewage central.. and most republicans LOVE the SMELL of it.. else they would do something about it, they don't, and won't ..
