A public health definition of binge-drinking is the consumption of at least five standard-sized alcoholic drinks on one occasion. Oh, please. Five measly drinks is a "binge"?

I agree. My idea of binge drinking is when you end up doing keg stands at a hockey buddies wedding!
Or when the band at the wedding says "what song do you want to hear" (cake cutting song) and you scream, "FREEBIRD!"
Or when you have to dig your fingers into the lawn because your yard is spinning so fast and you afraid you will get launched into space. Now that is BINGE DRINKING!

for a twelve year old?? when you consider that a fifth contains about 20 drinks, then 5 is a large share for a teen.
