I have friends traveling out of LAX and Orange County all the time and they are not allowed to lock the luggage.

Hand carry everything that's worth a damn. Thats what I do, no matter where I'm flying. On my last trip to NY for the RNC,
I packed one single carry on. I rented the suit I needed, and the rest is history. /Burp

Then I would direct them to the TSA web site if they wish to fight what is, evidently, a local interpretation of policy.

Yes, it must be a very local interpretation that effects California.
At this time, valuables are only kept on carry on luggage.
