Huh? Can someone explain "his own placement ... in a foster home"?

What on earth can this possibly mean? The guy is 21 years old, so 18 months ago he would have been 19 1/2. Why was he placed in foster care at that age? Yet so soon after he gets married? This is quite bizarre.
Maybe it was Juvenile Hall ???

I see the White House team that did the Kerik vetting has a new start-up business.
I think it's called Kerik-Ka-Sure (yeah, I know it's a stretch.)
He was committed. The men in the white coats came for him. The boy ain't right.
One of the local stations caught him outside his house last night. The footage was unbelieveable! He spent MINUTES cursing the reporter, the police, etc. The screaming went on forever in TV time (probably only a minute or two). The message was: the cops were wrong, they embarrassed his family, the reporters were wrong, etc. (dropping several choice words that were bleeped out)
The funniest part was when they went back to the studio, the anchor states, with a straight face, that "Neighbors said the suspect had some anger management issues in the past" No kidding!
The lower the quality, the cheaper the wage.
In an example of "Penny Wise, Pound Foolish", they saved several thousand dollars in security costs but lost millions of dollars in property.
Wonder if the insurance company will sue for dereliction of duty on the part of the security firm.

I still believe this was an ELF group - stirred up by the local residents who wanted to keep the area "pristine" for themselfs(ha ha).
