NLD statement on Daw Aung San Suu Kyi’s safety

The following is the unofficial translation of the NLD statement issued on 15th December 2004 regarding the safety of Daw Aung San Suu Kyi after all of personal security members were expelled from her compound on 14 December.

The General Secretary of National League for Democracy, Daw Aung San Suu Kyi was detained for the first time, from 19 July 1989 to 10 July 1995 at her home and compound address; No. 54/56 University Avenue, Bahan Township, Rangoon.

She was again detained at her home, for the second time, with the above mentioned address from 21 September 2000 to 6 May 2002.

During this period, the State Peace and Development Council (SPDC) and the National League for Democracy (NLD) were able to build confidence from 9 December 2000. Moreover, on the day she was released, an army spokesman declared that a new page of history has been opened.

She was again detained at her home, for the third time to this day, from 30 May 2003 on the day the Dipeyin violence occurred at Shwebo District.

Therefore, the confidence building process has collapsed completely. Although, duty and obligation demand that the State Peace and Development Council take effective action by investigating into the cause of the violence by forming an independent enquiry commission, there has been no formation of an enquiry commission to this day.

While she is being detained thus, the duty of general security and safety of the General Secretary has been carried out by youth member of the NLD during the second and third detentions, by consulting with authorities concerned.

Moreover, during the third detention, for the healthcare of the General Secretary, her personal doctor was allowed to see her three times a week previously and it is now learnt that currently, only once a week has been allowed. Again, while she was detained for the third time, from 30 May 2003 to 14 December 2004, the security duty was carried out by 13 NLD youth.

On 27 November 2004, when the authorities came to tell the General Secretary that they were extending the detention to another year in accordance with Act 10b, in order to protect her from those elements who want to destroy the nation, it was assured by them that the duty for the safety of Daw Aung San Suu Kyi would be allowed to be carried out as before.

Then, we learnt that the authorities later amended in saying that only 6 NLD youth would be allowed to carry out the security duty for the NLD General Secretary. As the amendment amounts to the imposition of restrictions (on her), Daw Aung San Suu Kyi said that it is unacceptable to her, it was learnt. For breaking their promises, from 14 December 2004, 13 NLD youth who have been carrying out the security duty were withdrawn from the General Secretary’s compound. Therefore, the authorities have been breaking their promises repeatedly within a couple of days. As they have been mincing their words repeatedly, there is no situation to believe what the authorities are saying.

Because of the above mentioned reasons, no one is taking the responsibility of the safety of Daw Aung San Suu Kyi at the moment. Therefore, we are particularly concerned about the danger to her life. Only two women are remaining in her house to help her with personal needs.

Therefore, the responsibilities to maintain the protection of Daw Aung San Suu Kyi’s life, her safety, emergency healthcares have now fallen on the authorities.

Therefore, if any thing or matter should or could occur during the period when there is no security measure (for her), we declare that it is the entire responsibility of the State Peace and Development Council (SPDC).
