Secondly, under Washington law, I believe that ballots of any kind postmarked before the voting deadline are valid, and that the date received is not an issue.
However it "sounds", there is no legitimate chain of custody for those 22 ballots. Too bad.

Yes, but the deadline is election day for postmarks. Many in our military didn't even get them until AFTER the deadline. Their votes should not be discarded because COUNTY WORKERS made a stupid mistake.
