Clear Law Enforcement for Criminal Alien Removal Act of 2003

Clear Law Enforcement for Criminal Alien Removal Act of 2003 or the CLEAR Act of 2003 - States that: (1) State and local law enforcement personnel are fully authorized to investigate, apprehend, or remove aliens in the United States (including interstate transportation of such aliens to detention centers) in the enforcement of U.S. immigration laws; and (2) a State that does not have a statute permitting enforcement of Federal immigration laws within two years of enactment of this Act shall not receive certain Federal incarceration assistance.

Amends the Immigration and Nationality Act with respect to illegal aliens to: (1) establish criminal penalties and forfeiture for aliens unlawfully present in the United States; (2) increase specified criminal and civil penalties for illegal entry and failure to depart violations; and (3) provide for payment of funds from certain civil penalties to State and local law enforcement agencies for apprehension of such aliens.

Provides for the listing of immigration violators in the National Crime Information Center database.

Requires States and localities to provide the Department of Homeland Security with specified information about apprehended illegal aliens. Eliminates certain Federal incarceration assistance for noncompliance.

Directs the Attorney General to make grants to local police agencies for equipment and facilities related to housing and processing illegal aliens.

Amends the Act to provide for Federal custody and State or local compensation of State or locally apprehended illegal aliens.

Establishes a process for State and local claims against the Federal Government for failure to cooperate in enforcing immigration laws.

Directs the Secretary or the Attorney General to establish immigration-related training for State and local personnel.

Provides: (1) personal liability immunity for Federal, State, or local personnel enforcing immigration laws within the scope of their duties; and (2) civil rights money damage immunity for Federal, State, or local agencies enforcing immigration laws unless their personnel violated criminal law in such enforcement.

States that the Department of Justice and the Department of Homeland Security shall continue to operate the Institutional Removal Program, which shall be expanded to all States.

I don't think you're quite clear on the concept. The purpose of most FR anti-immigrant posters is simply to attack President Bush, not secure our borders.

They have no desire to attack their Democrat Governors or Democrat Sheriffs or Democrat Mayors.

whenever we try that here in MN, dimocRATS whine that we're
mean and unfair if we put anything on drivers licenses that
would indicate you're an visitor and not a citizen.

The local police chiefs and police unions complain that's not their job and if they don't kiss immigrant ass, the
immigrants won't turn in fellow immigrants for crimes they commit. Sooo, basically nobody will take the blame ,but if they accidenally stumble across an illegal committing a crime, they'll fight each other to see who can take credit on TV news first.

It's a mad,mad,mad,mad world.

I am serious about immigration reform and enforcement. It is not exclusivly a Democratic issue or a Republican issue. Many Democrats are wrong on this issue. Kerry would have offered amnesty too. If you study some of the groups Teresa supports you will find that she is for open borders. The point is some in the Republican Party and the Dem party are right on this issue. And many Dems and Republicans are wrong on this issue including Teresa, John Kerry and Rudy. We need to do what's right for America, this includes stricter immigration law enforcement, cutting off welfare to all people here illegally, and resisting all calls for amnesty.

No. support President Bush's policies, which include siginificant tightening of border security.

What I oppose are the DU, Buchanan/Tancredo, White Supremacists, and other posters whose real objectives on FR are to raise money for their organizations and attack President Bush.

They are easy to recognize. They post obvious lies such as, "Bush is a traitor", "Bush has an open borders policy", "Bush has done nothing to tighten our borders", "Bush lied to us during the campaign", etc...

Are you part of that group?

So doubling the number of border guards isn't significant in your opinion, but changing the laws in ten states that permit illegals to get driver's licenses would solve all our problems?

That's the way people think who are more interested in attacking President Bush than in solving the immigrant labor problem.

Well I see Bayou boob is back. What is posted is great and I can see Sheriff Deaver rubbing his hands now with this law and the confiscation funds he'll add to the county coffers. I can also see Gov. It wouldn't matter if there were 3.2 million border guards patrolling our borders. If thousands of illegals are pouring through the Arizona, California and Texas borders every day, then he hasn't tightened the borders.

Spin doesn't get it. We need results.

BTW: You seriously need to think about changing your meds.
I didn't say a word about approving of illegal permits for driver's licenses.

I don't care to be in a forum with white supremacists. I've asked you before, identify them or stop with your racist name calling. From what I read of the rules you are out of line.

Does anyone enforce these rules, or are they like our illegal immigration laws?

If nothing else you are persistent. The only person who is hurting President Bush in this discussion is you. Your posts make it sound like all these people didn't work their butts off supporting him and you know most of them did, or you have a very short memory. If you are what his support system is he is in deeper doo-doo than I thought. President Bush may be dead wrong on immigration, but he would never lower himself to be happy to be supported or represented by a bayouRUDE.
