Indeed, that was my first thought. It will take more than platitudes to sell people on the idea that Hillary is a born again immigration hawk. Still, she is clever and ruthless enough to support such measures and run against her party on the issue if she thinks it will win her the White House. And it might well.
She could also argue that the present laws are simply not being enforced, which is true enough. When Reagan signed the amnesty program in the 80's penalties were put in place for employers who hired illegals. A few years later the Justice Dept. completely stopped enforcing that law. There have been almost zero prosecutions since. That's because both Pub and Rat congress critters complained about enforcement hurting local businesses who like the cheap labor. Enforcing those laws would make a huge difference. If employers see that hiring illegals could put them out of business, you would see a big change.

She will mouth about it but she won't do anything about it. It'll be the silence of the left's race hucksters like LaRaza and Jackson, that allow her to talk about it.
It's a nice double-edged sword, too. Because the GOP can't say anything. They do and they'll get tarred as racists like Buchanan did, who won NH with this kind of talk, and was then smeared all over the country, both literally and figuratively.
