Man on Massachusetts "most wanted" sex offenders list captured in Michigan

BOSTON (AP) — A man wanted in Massachusetts for failing to register as a sex offender was captured in northern Michigan on Tuesday after state police received a telephone tip.

Howard E. Taylor, 44, convicted of two counts of child rape and two counts of indecent assault and battery on a child, was on the state's 12 most wanted sex offenders list. As a Level 3 offender, he is considered among the most likely to re-offend.

State police received a tip about his whereabouts and contacted Michigan authorities. After conducting surveillance on a residence, Taylor was taken into custody in Cheboygan, Mich. without incident. He had been using the alias Howard Gardner. Gardner is his ex-wife's maiden name.

Taylor was scheduled to be arraigned in Cheboygan County District Court on Wednesday.

Since Massachusetts state police released the most wanted list Nov. 26, seven of the 12 men on the list have been located.

Secondly - What the hell is he doing being out on the streets in the first place? Which judge let him go or which DA plea bargained him? Either joker there should be tossed out of office.

If he messed with a family member and I knew where he was, I'd be more than happy to help get him the hell of the planet.

This is obviously a cruel yet effective technique, especially where minorities are concerned. Therefore, it must be abandoned at once.

...your punishment would not maximize resources and opportunities. I propose neutering the males by repeated circumsions, no anesthetic... Display them nude in public cages as a warning to other would-be perps. Unusual? Yes. Cruel? Not to the society they've assaulted, battered and worse....
