Prior to the Clinton Administration, DARPA funded about 2/3 of all computer science research in the US. Funding was then shifted to NSF, which funded more "politically correct" research that the Clintons were comfortable with.
I've worked for both Bell Labs and Digital Equipment as a researcher. In both cases, research more than paid for itself over periods greater than ten years. Unfortunately, modern beancounting and MBAism calls for a ten month horizon at best.
