Yeah. It's the democrats fault for running candidates that would have voted for this restriction had they been elected. It sure ain't the fault of the majority republicans in congress who actually were elected and who actually did vote for the restriction.

This is Authorization Act for Fiscal Year 2005.Is there a diiferent authorization for the years 2003/2004?.....Hope Congress corrects this oversite.

This is all I found,so far, regarding up-armored vehicles in HR 3289.

Provided further, That not less than $62,100,000 shall be transferred to `Other Procurement, Army' for the procurement of Up-armored High Mobility Multipurpose Wheeled Vehicles and associated equipment:

No mention of a number.

Although the 450 became law on 10/28/2004 and the $87B became law on 11/6/2003.

The military's fiscal year starts in October I believe, so 2005 would be 10/04-09/05.

5,400 up-armored HumVees a year sounds about right.

Even though with the added weight of up-armoring (The HumVess was never made to be armored. It's a Jeep!) The Center of Gravity shifts and the vehicle become much more prone to "rolling" in tight turns (One of the reason the wider stanced HumVess was created)

Start shipping the venerable, tracked M-113 APCs out of Germany and the US to take over herding the convoys!
