I can almost believe that this was a simple mistake, but that cop would have to be really stupid not to notice the difference in the material as he was handing it out.

My impression, from the tv spot, was that he had handouts for the students (I would imagine there are 600 to 700 kids in a Middle School) - there were 25 that had this additional information inside the booklet - I do think this was a horrible error, but not done intentionally
