I saw a special on the WTC towers. Apparently there was an automatic window cleaning system that was permanently fixed to the tops of both towers. It would raise and lower itself on rails built into the building.
Meanwhile, window cleaning personnel staffed the interior spaces and cleaned the interior windows separate from the exterior mechanisms.
I assume that other buildings have similar set-ups.
