To spell it out, the bottleneck is not with the Humvee makers or modifiers, it's the armor manufacturers, both steel and ceramic (I'm not sure if there are shortages of Kevlar, polyethylene, and aluminum armor).
There is apparently only one company (Clifton) certified to heat treat steel to the Mil Specs. for armor plate, and not enough furnaces in America to produce the ceramic armor.
