A HUGE incentive is that there is a crop of underage severly fractured types on the street that are easy pickins to control, mold, and then cast off as desired.
The younger they are, the longer run, the easier to control--they do as told--plus the big market demand--it loves 'em young.

Legally, that's not a defense to producing kiddie porn. Under federal law, the producer must be able to prove that the performer is 18+. Crying "fake ID" won't save him.
