Actually, the burden of proof is on proving this is NOT still policy at the highest levels. Unfortunately, it still is. When you're talking about a charge this serious, slapping it onto a different set of people thirty years later...I think we need to presume innocence while investigating fully. It's especially important that we don't focus on "Kissinger wrote this memo" when the real trouble is that most people have no problem at all with the sort of "family planning" these organizations carry out.
