That is really the question isnt' it. I mean aside from empowering businesses to run on an illegal basis in the first place, we're subsidising illegal business. And every minute that the law is not upheld is another minute illegal activity is condoned by the congress on down to the local level. Isn't hard to imagine why nobody wants to address it. You don't let a thief in your home walk out with all your goods when you've got them dead to rights and at gunpoint unless there's something really fishy goin on.
