So you think that the illegal immigrant problem in CA is Bush's fault?
CA is a state that actively dissuades it's law enforcement officer from reporting illegal aliens.
The state government keeps passing laws to benefit illegal immigrants.
If you want to combat the problem if illegal immigrants in CA, start by voting against those protecting them in your legislature.
Despite all the bad press that Bush's plan gets it would help address these problems.
After the initial startup, the guest worker program is only available to people outside of the US.
Illegal aliens would be deported.
Bush has increased the size of the border guard. It's still pitifully way to small to do the job on it's own. However, if the state and local law enforcement agencies were directed to report illegal immigrants rather than ignore immigration status, maybe we could make a serious dent in the problem.
Bush is also having the border guard deploy high tech surveillance methods to find illegal immigrants crossing the border. That's something that could provide a real benefit.
By making a good portion of the currently illegal workers legal, that may very well increase tax revenues from those immigrants, but since most are low paid workers, and our tax system doesn't have low wage workers pay income taxes, it's not likely to make a big difference. Switching to a federal sales tax would actually collect taxes from everyone, while still collecting more from the most wealthy.
Bush's plan also requires employees to to make "every reasonable effort to find an American to fill a job before extending job offers to foreign workers".
If that really works, it means that the immigrants are taking jobs not wanted by Americans.
We can either have low paid workers, or we can have those types of businesses that employ them collapse and go to other countries.
We're never going to see a positive direct tax flow from these workers, because our tax system is skewed so that lower income workers pay no income taxes. The benefits will be through growth in our economy, gains in corporate tax revenues from the profits of the companies employing them, and from the benefits of being able to buy inexpensive domestic products.
Lots of people want to criticize Bush's immigration reform plan. However, he's the first President to really attempt immigration reform.
If the implementation of his plan produces anything close to the results he's suggesting, we'll be far better off than we are now.
However, too many people seem to want to complain that the plan isn't exactly what they want, and often seem to make criticism without knowing much about the plan.
