I doubt anchors have that much say on how things are phrased. They are after all, just news readers.

I'd say you are correct. The reportess probably had a mental lapse and said "terrorist".

She probably received a harsh reprimand.

FWIW, Brokaw was a "managing editor."

And I know Rather is more than a news reader, he has say over which stories are run, etc.
