Um.. I know most people won't agree with this. But, abortion, birth control, etc., are considered under the law to be legitimate medical procedures/methods. I don't necessarily think they should be, but that's the law.
And as long as something is considered a legitimate medical concern under the law, I don't believe there should be any impediments to seeking medical care.
If this logic were applied to abortion/morning after pill/etc, then it could be also applied to the treatment of Sexually Transmitted Diseases. Mandatory reporting (and parental notification) could prevent minors from seeking treatment for serious (and sometimes lethal) medical problems.

In most states, Statutory Rape must be reported -- especially when it is with young children.
Planned Parenthood and NAF make money off of these little girls. So they do not want the abuse to stop.
But going after these two for violations of the law will also have a very nice divident:

If a 13 year old went to a doctor seeking treatment for a cold, she would not be treated without parental consent. Why is it acceptable then for her to get an abortion without her mother's or father's approval?

While these minor girls get abortions, their ADULT RAPISTS continue to get away with raping them because it is not reported.
