Kyoto (and radical environmentalism for that matter) is all about taking of property rights without just compensation. The socialist government basically regulates a private person's land out of use by telling them they can only use it for specified purposes. Therefore, the State has an "ownership interest" in everyone's property, and you start chipping away at USA's founding principal of Life, Liberty, and Property.
You see, in the Communist world, gaia, pagen, and earth worship take the place of God worship since they are Atheists. Individuals cannot own property under the Socialist model, only the government can.
A few years back I read a book called "Fallen Angels" by Jerry Pournelle (written pre-Kyoto). It took place in the near future, where the Environmentalist Wacos took over America in large part due to fear of global warming. The irony was that their policy of de-industrialization & anti-science (needed to fight the "warming") actually triggered an Ice Age. With glaciers threating Minneapolis and Milwaukee, you had the Authorities (like the "Earth First "police") arresting people for environmental crimes (such as burning coal to stay warm) that could contribute to the global warming "problem". A funny yet chilling book.
