Yes, there is that too, certainly. However, I notice the Academy didn't use that trump card - maybe they are saving that for last, in case they come back demanding a new chapter again next year. Sort of "Ok, you've come back and met the last of our requirements for having a chapter - geographically, and with teh appropriate diversity.
