Gov. Robert L. Ehrlich Jr. has drafted legislation aimed at averting a financial crisis for Maryland doctors who will soon face their second double-digit increase in malpractice insurance rates.
Ehrlich (R) put the finishing touches on the bill during a 20-hour flight home from China on Friday and delivered a copy late yesterday to House Speaker Michael E. Busch (D-Anne Arundel). The governor's proposal caps off a summer-long campaign for malpractice reform and sets the stage for a possible special legislative session on the politically charged issue.
The governor called his approach a "compromise plan" but said he was uncertain how it will be received by House and Senate leaders. Busch and Senate President Thomas V. Mike Miller Jr. (D-Calvert) have been unified in calling for action but divided on how to proceed.

I LUV MY GOV!!
Seriously though, I would not want to be in a Maryland ER for the next 10 years. The trial lawyer wing of the democrat party is utterly annihilating trauma care, emergency neurosurgery, and high-risk (but essential) medical procedures.
The democrat party shysters out-of-control corruption is all part of the democrats long range plan to decimate American health care (the finest in the world) and with mega-chutzbah, to then ride in as socialist saviours with nationalized treatment.
...and where is the action from OUR GREAT CONGRESS when it comes to the TORT REFORM so badly needed to clean up the excessive, frivolous law so heavily practiced with support by our court system????
You may have heard about this, but this was the woman who said she would "shoot Britney Spears."
No, now I really like her!
Malpractice insurance companies need the trial bar and the trial bar needs the deep pockets of the insurance companies...For the system to last, there needs to be a medical reivew panel AND a cap on the total sum of money that can be awarded.
