Maybe Clinton could give up his US citizenship and become a citizen of Nauru. While he is at it, he can take Hillary with him.

I have looked in the charter, articles and bylaws of the UN and I can't find where that is written. I do believe you, but I want to see it in the charter or something. And, who's to say that the UN just doesn't amend the charter.

And, what if Clinton renounces his citizenship? Would he qualify then?
