These people are infatuated with swastikas. Even if they (absurdly) felt that President Bush is a modern Hitler, why would they choose to salute him in the Seig Heil / Nazi fashion? They are very confused people...

They keep trying to associate the US and Israel with the swastika as I think, some sort of transference to disguise their own hatred of America and Jewish people. At least, that's the only thing I can think of...
