Yes, that is the "poutine" joke.

My anti-American "friends" jab me every now and again with that one.

They say that President Bush was so stupid he didn't even know that Prime Minister Poutine did not exist.

I just say that President Bush didn't want to embarrass the guy and just answered him politely. But in his head he was thinking, "Poor Canadian, he doesn't even know the name of his own Prime Minister, but I'll play along."
