Come tomorrow, the vote will be certified for Bush. Meaning that the 20 Ohio electors FOR BUSH will have met the Safe Harbor provisions. Only the house can challenge them. Are you sure on this one? This is not what I heard Mr. Blackwell saying on MSNBC yesterday -

Under Ohio law, a recount can take place ONLY AFTER THE VOTE IS CERTIFIED. This is protect the Ohio Slate of Electors. Don't you remember Bush V Gore, Per Curiam??? If a recount were to take place before, there is a possiblity that the Ohio Sec of State would not meet the "Safe Harbor" provision of U.S. Electoral law.
