VIENTIANE: Asean leaders have adopted a joint declaration to reject any attempts to associate terrorism with any religion, race or nationality.

In the Asean-Japan joint declaration for co-operation to combat international terrorism, the leaders agreed to strengthen measures to counter and prevent the financing of terrorists and terrorist organisations, including the use of alternative means of remittance such as illegal money transfer.

At the 10th Asean Summit yesterday, the leaders agreed to implement appropriate measures that would ensure that terrorists would not use charitable organisations and groups to cover their activities.

The member countries and Japan also pledged to counter international terrorism through information exchange, intelligence sharing and capacity building.

They agreed with the need to strengthen information exchange and law enforcement co-operation on the activities of terrorists and terrorist organisations, including through extradition and mutual assistance in criminal matters to bring terrorists to justice.

In the fight against terrorism, the leaders will adhere to the principles of sovereign equality, territorial integrity and non-intervention in the domestic affairs of other states.

The leaders also recognise that the threat of terrorism remains a global security concern and determined to address the threat posed by terrorists to the peace, security, stability and prosperity in the region.

They also reaffirmed that the United Nations should play a major role in combating terrorism.

The leaders also issued joint declarations on co-operation with China, India, Korea, Australia and New Zealand in political, economic and social relations.

The Asean-Australia and New Zealand joint declaration provides for the launching of the Asean-Australia and New Zealand free trade agreement early next year.

The Asean-India and Asean-Korea joint declaration also call for closer trade relations through the free trade agreements.

The Asean-China joint declaration deals with the realisation of the Asean-China Free Trade Agreement by 2010 and co-operation to facilitate trade and investment flows.

From the "They Still Don't Get It" department.

At least there is some movement on pretending to do something about terrorism, even if it is cloaked in escape clauses like:

"In the fight against terrorism, the leaders will adhere to the principles of sovereign equality, territorial integrity and non-intervention in the domestic affairs of other states."

Well, if they mean a terrorist can belong to any religion, they're right.

But what I think they really mean is "let's not piss off the Indonesians/Malayasians".

Sure. It's just a coincidence that the vast majority of them are Muslims shouting "Allah Akbar" while they commit their atrocities.

Someone tell those chumps to try blowing smoke up someone else's butt 'cause I ain't buying their bull****.

These folks really need to consider satellite tv or something. I don't think they know who the President of the United States is.

The notion that "terrorism has no race or religion" is great. In fact, I wish more people actually believed it.

After all, if attempts to associate terrorism with any religion, race, or nationality were rejected, then nobody could defend, excuse, or "explain" terrorism or terror groups on the grounds that such acts are necessary, or "understandable reactions", to further the interests of, oh to name just some examples, Islam, Arabs, and/or "Palestinians".

Besides the obvious attempt to de-link terrorism from Islam, its simply part of a collective butt covering exercise by th e members of ASEAN.

Before they can "reaffirm that the United Nations should play a major role in combating terrorism," they have to make sure that everyone agrees that the UN will not be allowed to go too far and interfere with any internal problems in ASEAN nations they may bring to light or embarass host governments by demanding actions against poor Muslims in Mosques spewing hatred in Indonesia, or Muslims in Malaysia donating "zakat" to the Palestinians, providing help to Islamic separatist groups in Thailand etc

Hence they have to build agreement on the "in the fight against terrorism, the leaders will adhere to the principles of sovereign equality, territorial integrity and non-intervention in the domestic affairs of other states" issue first.

They want to treat terrorism like common crimes. This does not work. Common crimes allow the criminal one crime. Can't allow one act of terrorism.

Strapping bombs to youngsters and convincing them and their parents or guardians that suicide is good takes the whole mind warping apparatus of a state monopoly of religion, education and child rearing. Fear of death must be replaced by greater fear. Horror of death of one's children must be replaced by greater horror.

There is a social and cultural apparatus that has learned how to do this wherever it has gained monopoly over upbringing of youngsters. Its name is Islam.
