I just checked my spreadsheet, and the formula is correct. It simply adds the Kerry vote count from each state. The formula is the same for the Bush and Kerry columns. I checked to make sure the cell #'s are correct. Are you sure you didn't make a mistake when you "dropped them into a spreadsheet"?
