Hell is for anyone who does not accept Jesus as their savior.
Jesus shed his blood to cover our sins.
Jesus said "knock and I will answer".
No where does it say if you are saved and commit another sin,you are unsaved again.
Do I believe Arafat accepted Jesus as his savior? No
Arafat goes to hell.
Actually he may have asked to see a Christian at the end and ask to hear the Gospel. According to a source he did even though his people tried hard from keeping him from doing so. Whether or not he recieved Christ I do not know.
