I like workers who want to work. I don't see a down side to this plan and I think it will make it easier to capture illegals who are not registered to work.

One problem though Once-Ler, the illegals cannot make a living wage at what they are doing even if granted amnesty. They must rely on public assistance, welfare etc and are a NET LOSS to the community. Especially when you toss in the added COST of educating them and dealing with the CRIME they commit. Drunk driving ...etc.
One big reason --- their employers who like to see them work don't like to provide them health insurance benefits or pay them enough to support their large families. What they really like is unlimited amounts of cheap tax-payer subsidized labor. If they had to actually pay for their entire costs, they wouldn't like them nearly as much.
I believe if America reduced or eliminated the government freebies then the illegals who are looking for an easy ride would not come. Unfortunately too many Americans are sucking off the tit of the government sow to make reducing these programs easy.
