It's been well documented for some time that Halliburton discovered the Grail during Middle Eastern drilling operations in the late 1980's. It was in some need of refurbishing, which took several years as it was buffed and polished numerous times.
When it's full power was restored, it was placed in a lockbox, which, (this is the confusing part), was stolen by Al Gore, who was under the impression that it contained the plan to save Social Security.
Merely possessing the lockbox actually containing the Holy Grail, gave him such power that he nearly won the election of 2000. Had he been able to open the lockbox, things would have gotten really ugly. When he finally gave up all hope of winning, in a Saruman-like fit of anger, he cast the lockbox out of his window, where a lowly peon janitor found it and placed it in a closet in the White House and forgot about it.
Months later, Dick Cheney stumbled across it, noticed the secret Halliburton code on the lock, and was able to open it with the help of his decoder ring.
The Holy Grail now resides on his mantlepiece and confers the power to win elections to whichever Vice Presidential candidate happens to possess it.
