Can it? Boundaries are redrawn all the time, the gov't may fall, yet the people will still be there. Ukraine split off and remained significantly Russian in part, the same part as always. Siberia may split off and remain Russian. Relabel the maps, nothing changes.
What changes is who owns the resources and what their political aspirations are. Siberia won't leave Russia because of China.
