The initiative to refuse the law by means of a referendum was due to people who believe in God.
All parties in parliament - except the small green party, which did it for tactic reasons, including discrediting the NO campaign - participated in a massive brain wash campaign to convince people to vote yes to the law.

Consider also the fact that about 25% of the vote (postal) is subject to massive fraud.
