Bush has fostered a "robust" discussion on this issue, as you can see by just reading FR threads ... he just hasn't got it right yet vis a vis the noisome details. I love detail, but then I am a lawyer.
And Bush is going to foster a "robust" discussion on medicial policy, social security and tax policy, to mention three minor little issues as well, in his coming term. And while I might disagree with him on all three (I suspect I will, but then I am a RINO), God how I love the man. He wants to do something, and be bold, and the discussion will do this polity good.

Not "foster" it with some crackpot amnesty scheme.
