Chechnya is part of Russia. More than likely the foreign agency is either Georgia, a former break away nation of the former Soviet Union or an Arab/Muslim nation.

I think it's Chechnya.

Chechnya is not a foreign country, it's an autonomous part or Russia, kind of like the relationship between the U.S. and Puerto Rico. I think "foreign intelligence" is a codeword for Iran. The Syrians seemed to have drawn the correct lesson from the fate of Saddam and are laying low for the time being.
