The man apparently climbed over a security fence that encloses the observation deck before leaping off.

Guaranteed that some Lawyers have contacted any relatives to file a suit that the building owner failed to provide "adequate" protection, allowing the suicidal fool to climb that fence and it's their (the deep pockets owner) fault, and the relatives should be awarded MILLIONS along with the ambulance-chaser.

That's a really hard fence to scale. There is nothin horizontal to get a foothold on near the top, and the fence curves backward. As I recall there is a strand of razor wire at the top.

That fence is 8 feet tall, too, you have to try to climb that one.
