What is Target reasoning for not having bell ringers in front of their stores?

Because Target has a no soliciting policy, and for years they made one and only one exception, for the S.A. Other groups are wanting that same exception. So Target said no to all, since it couldn't reasonably make only the one exception.

BTW I just heard on a local radio station that Salvation Army allows individuals to be bell ringers anywhere they like, the radio announcer's wife was standing in front of a Neiman Marcus at Northpark shopping center as a bell ringer and collecting donations, cash, creditcards etc.
