Who says so? France has been behind every movement that has had potential to reduce the power of either the Brits or the Americans for hundreds of years. I am currently reading "Our Oldest Enemy" by John J. Miller. He shows that French animosities are centuries old and the cherished idea of French friendship has little basis in reality.
