I believe LBJ was president when it was captured and I am guessing that it was Clinton in office when it was moved. If Nixon had been president when it was captured, I do not think he would have allowed them to get away with it.

After all the secrets clinton sold to China, it does not surprise me that LBJ gave them a ship.
